Enquiry systems for advocacy and legal consultancy firms in Dubai and across the UAE. 22:10. A WhatsApp to a partner's mobile, screenshots attached, before anyone has run a conflict check.
Lucidarc Digital builds the enquiry system for law firms in the UAE: practice-area pages on your own website, intake that runs the conflict check before documents arrive, routing to a named lawyer, and follow-up until a written retainer is signed, inside the federal rules on lawyer promotion. It runs as a fixed-fee 90-day programme of AED 15,000–30,000. Evidence · published The 90-day system: fixed fee. AED 15,000–30,000 (≈ USD 4,000–8,000), fixed for the first 90 days and covering everything we set up. The audit sets the exact number within the range. 03 · How they choose
How clients choose and enquire.
What happens before anyone contacts you. Open a step for the detail.
01
The question comes before the call
Clients search, or ask an AI assistant, about their own situation first: a rent dispute, a travel ban, a will for assets in Dubai, a claim in the DIFC Courts. They call the firm whose page answered them in plain words, and an assistant can only cite firms that wrote those answers down.
02
Who can act decides who they call
Onshore, the Practising Roll is for UAE nationals; non-national lawyers are licensed on narrow terms that exclude criminal, administrative, family and Muslim personal-status proceedings, and legal consultants advise but can't plead. The DIFC Courts keep their own register. A client often needs this explained before they can choose a firm.
03
WhatsApp to a mobile number is the front door
Many Dubai firm sites publish a mobile number and a WhatsApp link. The first message often carries a voice note, a summary of the dispute and screenshots, sent to whichever lawyer's number the client found, whatever the matter.
04
Founders and families write from abroad
Investors setting up a company, families relocating and owners planning wills enquire from other time zones and ask whether onshore, DIFC or ADGM fits their matter. Some Dubai firms already price consultations in several currencies for them. Their first message lands in your evening.
05
The fee question comes early
Some firms publish a fixed consultation fee; others say it depends on the matter. Either is a legitimate policy. An enquirer who finds neither an answer nor a way to book a time has nowhere to go next but another firm's site.
04 · The leak
Where legal enquiries get lost.
Most happen after the enquiry arrives. The free audit shows which apply to you.
Leak 01
The partner's mobile is the intake system
It works while the partner is free. In a hearing, on leave or asleep, the message waits, nobody else can see it, and there's no record of who replied, when, or what was promised.
Leak 02
Documents arrive before the conflict check
Federal Decree-Law 34/2022 (Art. 43) bars a lawyer from acting against someone who previously consulted them and gave them access to documents. WhatsApp intake usually receives screenshots and papers before anyone has checked the other side's name. We collect both parties' names first and hold uploads until your conflict check is done, in the order your counsel sets.
Leak 03
Every matter waits in one queue
An urgent travel-ban question sits behind a will and a company-setup enquiry. Matter type also decides who may act: a legal consultant can't appear in court, and a non-national lawyer can't take criminal, family or Muslim personal-status proceedings. Intake should sort by both before a lawyer reads it.
Leak 04
The fee question goes unanswered
Whether you publish a consultation fee or decide case by case, one consistent answer and a way to book a time keep the enquiry moving. Without them it stalls in back-and-forth while the client keeps looking.
Leak 05
Consultations end without a retainer chase
Work can't start until a written retainer is signed (Art. 46(2)), and legal consultants may not sign one (Art. 61(2)(b)). A consultation run by a consultant needs a logged handover to an authorised lawyer, and someone has to own the follow-up until the retainer comes back.
Leak 06
Nobody knows which source brings which matter
Directory profiles, LinkedIn articles, the Google Business Profile and referrers all bring enquiries. Without the source recorded against each practice area, you can't tell which bring disputes work and which bring wills, so budget follows habit.

Month 1
Foundation: your own site and one intake
What we build · 4 steps
- Practice-area pages on your own website, one of the four channels Cabinet Resolution No. 8 of 2025 names, for the areas you actually run: for example corporate and commercial, real estate and construction disputes, family, wills and inheritance including DIFC wills, and employment. Each is framed as general information and approved by a partner.
- Credentials limited to what can be verified: qualifications, experience and the courts each lawyer may appear before. No rankings, superlatives or outcome claims unless your counsel clears them.
- A shared WhatsApp Business inbox and a web form that ask matter type, language, urgency and both parties' names, and hold document uploads until your conflict check is done.
- A CRM with a pipeline per practice area, the source recorded on every enquiry, and GA4 and call tracking connected.
Month 2
Acquisition: answers clients and assistants can cite
What we build · 5 steps
- Answer-first explainers for the questions clients ask: advocate or legal consultant, who can represent them in which court, onshore, DIFC or ADGM, how fees and retainers work. Drafted from your guidance, dated, and approved by a partner before they go live.
- Structured data and consistent firm details across your site and the directory profiles you choose to keep, so search engines and AI assistants read one version of the firm.
- Articles for the firm's own LinkedIn and social channels, another of the four channels the regulation names.
- Paid search only for practice areas your counsel has cleared, once they've confirmed how Art. 35 applies to paid placements. No outbound outreach in the firm's name.
- An AI-visibility baseline: what assistants say when asked your clients' questions, re-tested each month.
Month 3
Automation: routed, booked and followed to a retainer
What we build · 4 steps
- An assistant that says it's automated, collects the facts, answers the fee question in your words and offers a consultation. It never gives a legal opinion; a named lawyer takes over.
- Routing by practice area and language to the lawyer or intake coordinator who owns it, with booking into that lawyer's calendar.
- After each consultation, a retainer chase owned by a named person, with any handover from consultant to authorised lawyer logged.
- A dashboard of enquiries, consultations and signed retainers by practice area and source.
What we'd measure
- Qualified consultations booked, by practice area
- Consultation-to-signed-retainer rate
- Median time from enquiry to first human contact, in and out of office hours
- Share of enquiries conflict-checked before any document was received
- Share of enquiries with the source recorded
- Cost per qualified consultation, for any paid channel your counsel has cleared
- Mentions in AI assistant answers to your clients' questions (sampled monthly)
Measured in your own accounts from the first month. Any target is a planning range, never a promise.
07 · Choosing an agency
How to choose an agency for law firms.
Questions to ask whoever you hire, including us.
01
They can name the rules
Ask which provisions govern how lawyers promote themselves in the UAE. The answer should include Article 45 of Federal Decree-Law 34/2022 and Articles 34–35 of Cabinet Resolution 8/2025, plus Dubai's 2024 circular or the DIFC code where they apply. An agency that can't name them can't keep you inside them.02
They don't sell what the texts leave open
Paid ads, testimonials and published fees aren't settled by the texts. An agency that puts testimonial videos or 'best lawyer in Dubai' campaigns in the plan before asking about your counsel hasn't read them.03
Inbound only
Ask where the leads come from. Lead-sharing partners, cold DMs and WhatsApp blasts in your name sit close to the intermediaries the Decree-Law and Dubai's circular address. Your own site and your own channels are the ground the regulation names.04
Intake built around conflicts and who may act
Ask to see the WhatsApp flow. It should collect both parties' names before any document, sort by matter type, and send court work only to someone who can take it.05
Their automation stays out of advice
Ask what the bot says to 'do I have a case?'. The right answer is that it can't say, and that a named lawyer will.06
You own the accounts, the number and the data
Website, domain, ad accounts, CRM and the WhatsApp Business number belong to the firm. Client confidentiality is your obligation, so enquiry data should live in your systems, not the agency's.07
They tell you what they've done for law firms
Ask for law-firm work you can check and a partner you can call. We have none yet, and we'd rather you heard that from us.
08 · The rules

Not legal adviceThese are summaries of published documents as we read them on 2 Oct 2026. Your counsel or compliance lead confirms what applies to you before anything goes live.
Rule 01UAE Ministry of Justice (Federal Decree-Law 34/2022)
No promotion through intermediaries
Article 45(1)(h) prohibits a lawyer from promoting, or attempting to promote, themselves 'in any manner that goes against the ethics of the profession, by any means of promotion or enticement by intermediaries', and leaves the controls and means of promotion to the Executive Regulations. Under Article 86, a lawyer or legal consultant who breaches the Decree-Law, its Executive Regulations or the Code faces a warning, a fine of AED 5,000 to 30,000, suspension for up to two years, or removal from the roll or register.

Rule 02UAE Cabinet, Executive Regulations (Cabinet Resolution 8/2025)
Self-promotion controls
Article 34 prohibits a lawyer from promotion that conflicts with the profession's traditions, dignity and prestige, from promotion or solicitation through intermediaries, and from insinuating any influence or actual or alleged connections. A lawyer's printed materials and the firm's signage may show no titles other than academic qualifications, professional experience and the level of court the lawyer can argue before. Social media or any other means may not be used to publish or imply false, misleading or fabricated information, and the lawyer must comply with the State's media content standards.
- As read
Rule 03UAE Cabinet, Executive Regulations (Cabinet Resolution 8/2025)
Four permitted means
Article 35 says a lawyer may promote themselves through four means: an external sign at the entrance of the law firm and the building it is in; the firm's letterhead and stationery; a website for the lawyer or the firm; and social media channels belonging to the lawyer or the firm. The article does not mention paid search or social ads, sponsored directory listings, Google Business Profiles or published fees.
- As read
Rule 04Government of Dubai Legal Affairs Department
Solicitation by representatives, intermediaries and staff
Circular No. 1 of 2024 (issued 8 March 2024), addressed to advocacy and legal consultancy firms in Dubai, says the Department noticed representatives, intermediaries and other staff of some firms soliciting legal services in a manner inconsistent with the dignity, ethics and customs of the profession. Citing Article 45(1)(h) of Federal Decree-Law 34/2022 and Article 4 of Administrative Resolution No. 54 of 2022, it calls on firms to refrain from any means of marketing by representatives, intermediaries and other staff that may discredit the profession.

Rule 05DIFC Courts
No touting in the DIFC
The DIFC Courts Code of Best Legal Professional Practice says a lawyer or law firm 'shall not tout for business or do anything which is likely to lead to the reasonable inference that it is done for the purpose of touting' (rule 9.2), and may not receive a contingency fee in any litigious or contentious action (rule 9.3). Its foreword says the Code has no direct legal or regulatory status, but the DIFC Courts will treat it as the benchmark against which conduct is measured, including for firms doing non-contentious work in the DIFC.
- As read
Rule 06UAE Ministry of Justice (Federal Decree-Law 34/2022)
Who may be called a lawyer
Article 6(1) says only lawyers duly licensed in the State may practise the legal profession or use the title 'lawyer', and lists giving legal opinion and advice among the profession's activities. Article 59 restricts legal consultants to legal services other than pleading and representation before the courts and judicial committees, and bars them from instituting or following up proceedings before the public prosecution or the courts, or representing others before rental or tax dispute committees.

10 · Questions
Questions law firms ask us.
What does a marketing agency do for a law firm in the UAE?
It helps clients find the firm when they search, or ask an AI assistant, about their situation, and makes sure each enquiry reaches the right lawyer and is followed up. Lucidarc Digital builds that in 90 days: practice-area pages on your own website, WhatsApp and web intake with a conflict check before documents, routing by practice area, retainer follow-up and a dashboard by source.
Can law firms advertise in the UAE, including on Google or Instagram?
On the firm's own website and social channels, yes; on paid ads the texts are silent. Cabinet Resolution No. 8 of 2025 (Art. 35) lists four permitted means: the firm's external sign, its letterhead and stationery, a website, and social media channels belonging to the lawyer or the firm. Article 34 bans promotion through intermediaries, hints at influence or connections, and false or misleading information. Paid ads, sponsored directory listings and Google Business Profiles aren't mentioned, so we set them up only for practice areas your counsel has cleared. That is what the texts say, not legal advice.
Can a law firm publish testimonials, case results or its fees?
The texts we've read don't settle it; none addresses testimonials or fees directly. Anything published must not be false, misleading or fabricated (Cabinet Resolution 8/2025, Art. 34(3)), and Federal Decree-Law 34/2022 (Art. 45(1)(c)) prohibits a lawyer from disclosing information about cases assigned to them. We publish none of these until your counsel approves the approach and, for anything about a client, the client has agreed in writing.
Can we pay agents or partners to refer clients?
Ask your counsel before paying anyone for introductions. Article 45(1)(h) of Federal Decree-Law 34/2022 bars promotion or enticement through intermediaries, and in March 2024 Dubai's Legal Affairs Department called on firms to stop marketing through representatives, intermediaries and staff in ways that may discredit the profession. We build inbound systems only and don't run outreach in a firm's name.
Can our lawyers promote the firm on their own LinkedIn?
Article 35 includes social media channels belonging to the lawyer, so a lawyer's own profile is one of the permitted means. Separately, the UAE Media Council's Advertiser Permit Guide exempts an individual promoting a business they own on their personal account. Whether an associate who isn't an owner needs a permit to post about the firm is a question for your counsel.
Will an AI assistant on our WhatsApp give legal advice?
No. It says it's automated, collects matter type, language, urgency and both parties' names, answers the fee question in your words, and books a consultation. Federal Decree-Law 34/2022 (Art. 6) lists giving legal opinion and advice among the legal profession's activities, so that stays with your lawyers.
Do you work with DIFC and ADGM firms as well as onshore firms?
Yes, and the rules differ. Onshore firms work under Federal Decree-Law 34/2022, its Executive Regulations and, in Dubai, the Legal Affairs Department. DIFC firms also have the DIFC Courts' codes, including a no-touting rule. The ADGM Courts' Rules of Conduct we read contain no advertising rule, and we haven't reviewed ADGM's firm-licensing rules, so your counsel confirms both before we plan anything.
How much does it cost?
The 90-day system is a fixed fee of AED 15,000–30,000 (≈ USD 4,000–8,000), then a monthly retainer from AED 5,000 (≈ USD 1,400). Ad spend, if your counsel clears paid campaigns, is separate and paid direct to the platform. Custom development is quoted separately.
Who is this not for?
Firms that want outbound lead generation, paid referral agents or 'best lawyer in Dubai' claims; we won't build those. It also isn't worth the fee for a practice whose work all comes from a few long-standing referrers and has no room for more consultations.
Have you worked with law firms before?
Not yet. We have no law-firm client, so there's nothing in this sector we can show you. Our published work is in B2B, e-commerce and real estate, and the free audit shows which firms AI assistants name today when asked about your practice areas.
