Enquiry and contract systems for facility management and MEP maintenance firms in the UAE. A breakdown call at 22:40 and a renewal due in March. Both need an owner.

Facility management marketing in the UAE is the work of getting an FM or MEP maintenance firm found by facility and property managers, turning their enquiries into booked site surveys, and giving every proposal, out-of-hours breakdown request and contract renewal an owner. Lucidarc Digital builds it as a fixed-fee 90-day system: AED 15,000–30,000. Evidence · published The 90-day system: fixed fee. AED 15,000–30,000 (≈ USD 4,000–8,000), fixed for the first 90 days and covering everything we set up. The audit sets the exact number within the range. 03 · How they choose

How buyers choose and enquire.

What happens before anyone contacts you. Open a step for the detail.

  1. 01

Large contracts are tendered; smaller ones are asked for

Developers, master communities, government and owners' associations tender multi-year FM on references and scale. Below that sits the work a mid-size firm wins on enquiry: one office building, a retail unit, a clinic, a villa community, or an AMC for chillers, lifts or fire systems.

  2. 02

The site survey is the real first meeting

Nobody can price a building they haven't seen. A proposal depends on the plant room, the asset list and the building's hours, so the request that matters is the one for a survey visit, and how quickly it gets a date.

  3. 03

Reactive calls come at any hour

An AC failure in August, a leak, a lift out of service. The building manager calls or messages the companies they have numbers for, and the one that answers with a clear next step moves first.

  4. 04

    Procurement compares scope and evidence

Facility and procurement managers compare hard and soft services, the planned maintenance schedule and the response levels in the SLA. They want registrations, insurance and HSE records, and buildings like theirs that you already look after.

  5. 05

Renewals are decided before the end date

Contracts run for years and come up for renewal or re-tender on a date both sides know. The firm that opens the conversation early has time to fix what the client didn't like.

04 · The leak

Where facility management enquiries get lost.

Most happen after the enquiry arrives. The free audit shows which apply to you.

  1. Leak 01

Breakdown requests go to a phone after six

An out-of-hours call rings a mobile nobody answers, or a WhatsApp nobody logs. By morning the building manager has called someone else, and there's no record the request ever came in.

  2. Leak 02

New business shares an inbox with work orders

Proposal requests arrive at the same address as service tickets from existing clients, and get buried under them.

  3. Leak 03

Survey visits wait for a call back

Someone has to phone, agree a time and send the details. Until they do, the request sits, and the proposal can't start.

  4. Leak 04

Renewal dates live in someone's head

Contract end dates aren't in a system, so renewals arrive as surprises and contracts roll to a competitor without a re-bid plan.

  5. Leak 05

The site lists services, not buildings

No pages by building type, no approvals shown with numbers buyers can check, so procurement shortlists the larger names by default.

  6. Leak 06

No map presence for maintenance searches

Local searches for AC or building maintenance often show map results with ratings. Without a verified Google Business Profile and a habit of asking clients for reviews, you aren't in them.

Your 90 days, built for facility management & mep maintenance.

The same three months as every 90-day system, shaped for facility management & mep maintenance. You own every account from the first day. Evidence · published You own every account. 1. Month 1

Foundation: separate new business from service, and show your buildings

What we build · 4 steps
    • Capability pages by service (hard and soft services, MEP and HVAC maintenance, fit-out) and by building type (offices, retail, clinics, residential communities), with the registrations, certifications and insurance you can evidence.
    • Two routes in: a proposal request (property type, size, services, current contract end date, start date) and a service request for existing clients.
    • A CRM pipeline from enquiry to site survey to proposal to contract, with the end date recorded on every contract you win.
    • A Google Business Profile for each office you operate from, plus GA4 and call tracking.
  2. Month 2

Acquisition: be found by facility and property managers

What we build · 4 steps
    • Search campaigns on AMC, chiller, HVAC and building maintenance searches in the cities you cover, judged on booked surveys rather than clicks.
    • Answer pages for what facility managers ask (hard versus soft services, what an AMC covers, how to compare FM proposals), written with your operations lead.
    • LinkedIn campaigns aimed at facility, property and procurement managers, and a review request to existing clients after completed work.
    • If you exhibit at or attend Big 5 Global and Future FM in November, a show page and a CRM import for the contacts you meet.
  3. Month 3

Automation: every request logged, every contract tracked

What we build · 4 steps
    • Out-of-hours WhatsApp and web intake that records the fault, location, urgency and a photo, gives a reference, and hands over to the engineer on call or the morning team, as you set it. It never diagnoses or prices.
    • Survey scheduling with reminders, and proposal follow-up on a set schedule.
    • Renewal reminders well ahead of each contract's end date, with a re-bid checklist.
    • A dashboard: requests, surveys, proposals and contract value by source and building type.

What we'd measure

  • Proposal requests, by source and building type
  • Time from request to site survey, and from survey to proposal
  • Proposal win rate, with lost reasons
  • Out-of-hours requests: logged, handed over, and when a person picked them up
  • Renewals started before the contract end date, and renewal rate
  • Annual contract value won, by source
  • Cost per booked site survey from paid campaigns

Measured in your own accounts from the first month. Any target is a planning range, never a promise.

07 · Choosing an agency

How to choose an agency for facility management & mep maintenance.

Questions to ask whoever you hire, including us.

  1. 01

They separate new business from service requests

Ask how a proposal request and a breakdown call are routed. If both land in the same inbox, new contracts compete with work orders for attention.
  2. 02

They measure surveys and contracts, not leads

A form fill isn't a contract. Ask whether the report shows booked surveys, proposals, wins and annual contract value by source.
  3. 03

Their writing knows a PPM schedule from a cleaning rota

Facility managers compare scope, SLAs and asset coverage. If an agency's samples read like generic cleaning-company copy, that's what they'll write for you.
  4. 04

They won't publish an approval you can't evidence

Every 'approved', 'classified' or 'certified' on your site should carry a number a buyer can check. Ask how they verify each one before it goes live.
  5. 05

They'll tell you if inbound isn't worth it for you

If your work comes entirely from large tenders, or you're too small to staff an on-call handover, a good agency says so before taking the fee.
  6. 06

They're straight about their FM proof

Ask which FM firms they've worked with and in which market. If the answer is none, they should say so and show the closest real work, labelled as such. Ours is none.
  7. 07

You own the accounts, the number and the CRM

The WhatsApp number, Google Business Profile, ad accounts and CRM should be in your company's name, so nothing is lost if the agency changes.

08 · The rules

The rules that shape facility management marketing in the UAE.

Each regulator's own document, in plain words, linked and dated. We build every page, ad and message to fit them.

  1. Rule 01Dubai Municipality

Buyers can check your Dubai Municipality registration

Dubai Municipality publishes a Database of Registered Contracting Companies and a Database of Registered Engineering Consultancy Offices, and says approved consultants, contractors and suppliers can be checked through its online portal and the Dubai BPS mobile app.

  2. Rule 02UAE Media Council

Nothing falsely attributed to an entity or person

The Media Council's Media Content Standards, under Federal Decree-Law No. 55 of 2023, include not publishing 'false news, forged papers, or those incorrectly attributed to entities or persons' (standard 13) and not spreading 'rumours and misleading news' (standard 15). The Council says violations may lead to administrative fines, closure of the media institution or cancellation of the media licence or permit.

    As read
  3. Rule 03UAE Government (Federal Law No. 15 of 2020 on Consumer Protection)

    Advertised prices must not mislead

The UAE government portal says the law covers goods and services sold or provided by suppliers, advertisers and commercial agents across the mainland and free zones. Suppliers who advertise misleading prices or false data on goods and services face imprisonment of up to two years and a fine of up to AED 2 million. Invoices must be in Arabic, and the provider may add another language. Suppliers must not use consumers' data for promotional and marketing purposes.

    As read
  4. Rule 04UAE Cabinet, with TDRA and the Ministry of Economy

Marketing calls only from 9am to 6pm, with a Do Not Call Register

Cabinet Resolutions No. 56 and 57 of 2024 apply to licensed companies, including those in free zones. Marketing calls are allowed only from 9am to 6pm. A consumer who refuses may not be called again, and an unanswered call may not be repeated more than once a day and twice a week. TDRA's Do Not Call Register lets people opt out of marketing calls from specific sectors or all sectors. The Ministry lists 18 administrative violations, with fines from AED 10,000 to AED 150,000.

    As read
  5. Rule 05UAE Government (Federal Decree-Law No. 45 of 2021, the PDPL)

Personal data needs consent, with some exceptions

The UAE government portal says the Personal Data Protection Law came into force on 2 January 2022 and prohibits processing personal data without the owner's consent, except where processing is necessary to protect a public interest or to carry out legal procedures and rights.

11 · Questions

Questions facility management & mep maintenance ask us.

What does a marketing agency do for a facility management company in the UAE?

It gets your firm found by facility and property managers, turns their enquiries into booked site surveys, and makes sure every proposal, breakdown request and renewal has an owner. It doesn't replace tenders and referrals; if they keep you busy, keep them. Lucidarc Digital builds it as one system in 90 days: capability pages by building type, a CRM pipeline, search and LinkedIn campaigns, out-of-hours intake and renewal tracking.

How much does facility management marketing cost with Lucidarc Digital?

The 90-day system is a fixed fee of AED 15,000–30,000 (≈ USD 4,000–8,000), the same as in every sector; the free audit sets where you land in the range. After day 90, an optional retainer starts from AED 5,000 a month (≈ USD 1,400). Ad spend is separate, paid by you directly to Google or LinkedIn. Links to CAFM or ERP systems are quoted separately.

Do you work with the large FM groups that win on tenders?

Usually not. If your work comes through multi-year tenders from developers, master communities and government, decided on references and scale, an inbound system adds little. We fit mid-size FM and MEP maintenance firms that win single buildings, AMCs and fit-outs from enquiries.

Can the system take breakdown calls at night?

It can take the request, not do the engineer's job. The intake records the fault, location, urgency and a photo, gives a reference, and hands over to the engineer on call or the morning team, as you decide. Urgent requests can ring your on-call phone. It never diagnoses a fault or quotes a price.

Do you cover MEP, HVAC and fit-out contractors too?

Yes, on the service side: AMCs, chiller and AC maintenance, small MEP works and commercial fit-out. Main-contract MEP won through developer and consultant tenders runs on relationships and classification, and we'd add little there.

What's the difference between an AMC and a full FM contract, and should our site explain it?

An AMC usually covers planned and reactive maintenance of named systems, such as HVAC or fire; a full FM contract covers a building's hard and soft services under one SLA. Your site should say which you offer, what's included and what's charged extra, because that's what buyers compare.

Can we publish AMC prices?

Yes, if they're accurate and complete. UAE consumer protection law penalises misleading prices in advertising, so a 'from AED' villa AMC price should say what's included and what's extra, such as parts, call-outs and VAT. We draft it; you and your counsel approve it.

Can we cold call building managers or residents?

Check the rules first. Cabinet Resolutions 56 and 57 of 2024 limit marketing calls to 9am–6pm, let people opt out through TDRA's Do Not Call Register, and carry fines of up to AED 150,000. Whether calls to companies or WhatsApp messages are covered is for your counsel. We build inbound and permission-based follow-up, not cold calling.

Do we need a Google Business Profile?

If you serve buildings in a city from a real office, yes. Local maintenance searches often show map results with ratings, and without a verified profile you aren't in them. We set it up in Month 1 and ask your existing clients for reviews after completed work.

Have you worked with facility management companies?

No, not yet. The closest real work is B2B systems for an industrial group in Saudi Arabia: shared lead capture, CRM and automation across its companies. We also publish an illustrative FM playbook showing what we'd build. Neither is an FM result, and we don't present it as one.
