What is the Advertiser Permit?
A permit for a person, not for a company. The regulator's guide applies it to all individuals, whether citizens, residents or visitors, who produce advertising content on social media "with or without compensation" from within the UAE. Evidence · published The UAE Advertiser Permit. The Advertiser Guide (Media Council Chairman Decision No. 3 of 2025, under Federal Decree-Law No. 55 of 2023) requires a permit for individuals who publish advertising on social media from inside the UAE, paid or unpaid, with an exemption for promoting your own business on your own account. Agencies must contract only with permit holders and keep records for three years. UAE Media Council (now shown as the National Media Authority) · checked 12 Oct 2026 Open the evidence → It rests on Decision No. 3 of 2025 of the Chairman of the UAE Media Council, issued under Federal Decree-Law No. 55 of 2023 on media regulation.
Two names are in use. The guide was published by the UAE Media Council; the permit is now listed as a service of the National Media Authority, which Pinsent Masons reports replaced the Council as the national media regulator in December 2025. Evidence The deadline, the regulator and the fines, as a law firm reports them. Pinsent Masons (29 Jan 2026): the permit was announced in mid-2025 with an expected October 2025 deadline, which the National Media Authority extended to 31 January 2026; the Authority replaced the Media Council as national media regulator in December. It reports fines of up to AED 10,000 for posting without registering, an annual renewal fee of AED 1,000 from year four, and advises companies to ask for proof of the permit before engaging or paying a creator. What does the permit require of the creator?
A licence first, then conduct. An applicant must be at least 18, hold a valid commercial licence for electronic media activity from the relevant authority, and complete the regulator's training programme. Evidence · published The UAE Advertiser Permit. - Show the permit number clearly on every social media account.
- Publish adverts only through the account registered with the regulator, and let nobody else use it for adverts.
- Keep adverts clear, and publish no false or misleading product information.
- Get approvals from the relevant authorities where they're required.
- Submit an annual report of published adverts at renewal, or when the regulator asks.
- Register for tax and obtain a Tax Registration Number, in line with UAE laws.
These are worth knowing as the client, because the first two are things you can see: a permit number on the profile, and the advert going out from that same account.
What does the permit cost, and how long does it last?
